School administrators received a four-questions survey Monday from the WPIAL asking about non-boundary schools, transfer rules and expanded classifications.

The WPIAL board of directors voted last week to send the survey after discussing an effort by some superintendents to force the PIAA to create separate postseasons for public schools and non-boundary schools, such as charter and private schools.

The survey was sent by email to school principals and athletic directors with a request to share the questions with superintendents and others administrators. The WPIAL wants one reply from each school district.

The WPIAL set a response deadline for Friday.

Here are the four questions:

1. As a school district, we believe schools without geographical boundaries have a competitive advantage over schools with established geographical boundaries.

Yes

No

2. Do you feel the existing PIAA Transfer Rule, PIAA By-Law Article VI, Transfer, Residence, and Recruiting, is functionally effective in controlling transfers that might result in a competitive advantage?

Yes

No

Why or Why Not?

3. Attempting to create competitive balance, would you be in favor of separate tournaments for schools that have established geographical boundaries and for schools without geographical boundaries?

Yes

No

4. Does your district favor an expanded classification approach for ALL SPORTS, to include those with an individual component, or are you satisfied with the expanded classification approach being applied to team sports only?

All Sports

Team Sports
